Make Sure the Tie-Rings is High Enough 

The tie-rings should be attached to the wall or post at a distance higher than the withers of the tallest horse.

This prevents the horse from feeling an early resistance on the neck and then, if they don’t have a secure tie up system, they rear even more and can flip around backwards.
